Transportation Project Leader Job at City of Richmond BC – Richmond, BC
Reporting to the Senior Transportation Engineer, the Transportation Project Leader is responsible for assisting in the oversight of transportation capital project development by coordinating various capital project related process management components such as traffic counts, land requirements, liaison with external agencies and internal stakeholders, plan reviews, preparation of base design drawings and general accounting and administration of project costs and capital asset inventory.
Examples of key responsibilities include, but are not limited to:
Coordinate information gathering and evaluation related to the development of transportation capital projects and programs based on relevant technical guidelines, policy and/or standards.
Assist in the preparation of conceptual and functional design of roadway and traffic control infrastructure.
Facilitate a smooth transition of projects from Conceptual and Functional Design in Transportation to Preliminary & Detailed Design and Construction in Engineering and liaise as necessary.
Work with other City departments in preparing, tendering, and awarding RFP’s and contracts, soliciting expression of interests, and design review.
Provide technical assistance to other sections in Transportation in the delivery of capital projects and works.
Attend internal & external meetings representing the City and department as required, address any capital project related issues raised, and report back to the supervising Engineer.
Liaise transportation capital project related issues with external agencies and other internal stakeholders
Manage tasks/contracts at the conceptual and functional design phases of capital projects.
Administer project budgets and process associated financial statements.
Analyze scope of work, budget estimates, funding and timing of work.
Manage consultants on a project basis and coordinate and provide transportation review and input on consultant design drawings.
Participate in advisory committees, special stakeholders meetings and public consultation events.
Assist in design of roadway, traffic, and parking improvements.
Assist in and coordinate analysis and design to support the roads and traffic components of the annual and five-year major capital works program.
Assist in the review/determination of off-site works associated with new developments.
Assist in transportation studies/investigations on capital improvement needs.
Assist in special investigations of public inquiries related to capital improvement requests.
Knowledge, Skills & Abilities:
Sound knowledge of the rules, regulations and policies governing the work performed.
Sound knowledge of drafting and design methods, practices and procedures as related to transportation projects and operations.
Ability to provide technical input and recommendations to capital works related to new developments, area plans, planning policies and other planning initiatives, regarding transportation-related requirements.
Ability to work with and make recommendations to the Senior Transportation Engineer.
Strong decision making skills and sound judgment.
Ability to prioritize competing work assignments.
Ability to present technical assessments and explore options as necessary on the feedback to resolve conflicts.
Ability to provide technical input to traffic technicians.
Ability to provide design input on functional design drawings to drafting staff.
Ability to review non-compliance to design criteria and/or guidelines and make recommendations to internal project team through the supervising Engineer.
Ability to review development applications for the need and scope of transportation-related capital off-site works for compliance to City’s bylaws, polices, guidelines and design standards.
Ability to work with external and internal stakeholders to advance transportation capital projects and seek common grounds to achieve mutual objectives.
Strong communications skills and ability to correspond via memorandums, emails, and phone, related to transportation-related issues.
Skill in the operation of computer applications such as Microsoft Word, Excel and Outlook.
Ability to effectively operate REDMS or other similar document management system.
Sound knowledge and skill in the operation of Auto Cad would be an asset.
Ability to successfully pass a Police Information Check.
Qualifications and Experience:
Completion of Grade 12, plus graduation from a recognized institute of technology with a diploma in Civil Engineering Technology, preferably specializing in transportation engineering and project management.
A minimum of two (2) years of recent technical work experience related to civil engineering, involving the delivery of municipal or transportation capital projects is required.
Experience working in a municipal environment is preferred.
An equivalent combination of education and experience may be considered.
A valid Class 5 driver’s licence for the Province of British Columbia.
AutoCAD Certification preferred.
Active registration or eligibility for registration as an Applied Science Technologist (AScT) an asset.

Salary Range: $73,924 – $92,405
Hours of Work: 8:15am – 5:00pm Monday to Friday, on a compressed work-week schedule.
