SCP 26-32: £30,451 – £35,745 pa

3 x 37 hours per week

Permanent (6 month or 12 month secondments may also be available; for internal candidates this would need agreement from line managers prior to the application)

Based at Britannia House – 5th Floor (a hybrid model of home and some office working is being developed)

The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

The MCA / DoLS Service within the Department of Health and Wellbeing is looking to recruit three full-time social workers who are also Best Interests Assessors (BIAs). They will carry out assessments under the Deprivation of Liberty Safeguards (DoLS). We are looking for practitioners who are passionate about social work and who are confident in upholding and promoting human rights, with a particular focus on Article 5 and Article 8 (HRA). Applicants will have a sound understanding of the Mental Capacity Act 2005 and be able to demonstrate how they apply this in their practice.

There will be additional opportunities for practitioners to carry our independent capacity assessments and community deprivation of liberty applications. As a service we carry out training on MCA / DoLS for a range of care providers. We also provide training and consultation to colleagues and other health and social care professionals in all aspects of the Mental Capacity Act 2005 and promoting human rights. We will be taking a lead in the transition from the Deprivation of Liberty Safeguards (DoLS) towards the implementation of the Liberty Protection Safeguards (LPS) legal framework.

There are expectations around carrying out some of the DoLS functions on behalf of the Supervisory Body e.g. screening new DoLS applications; quality assuring DoLS assessments, responding to queries that come to the team inbox etc.

Team members also have input into other forums, representing the team and promoting good MCA practice e.g. safeguarding, hoarding panels, financial protection team etc.

We also use a number of external independent BIA assessors and Mental Health Assessor and internal BIA assessors across adult social care services to carry out DoLS assessments.
