Grade O, Salary £63,058 salary per annum (pay award pending)

Leeds City Centre (currently working remotely)

Permanent /Full time (37 hours pw)

We are seeking to appoint an experienced and inspiring Head of Finance to take a leading role in developing our financial strategy and managing our £500m pa budget, working with the Mayor and the senior team to ensure our spending delivers the best outcomes in West Yorkshire.

It is an exciting time to be joining the Combined Authority, following the successful £1.8bn devolution deal which will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

The role

Reporting into the Director, Corporate and Commercial Services, and as Deputy s73 Officer, you will provide the financial leadership to develop and deliver the medium term financial strategy. You will lead the finance team in maximising financial resources, take a strategic approach to the management of budgets and ensure appropriate scrutiny of financial performance and forecasts, covering all Combined Authority budgets and supporting the Mayor and Deputy Mayor Policing and Crime with their commissioning of the annual policing budget of c£500m.

About you

You will have the following key skills, attributes and experience but not be limited to:

  • Extensive experience of successfully managing large scale and complex budgets in the public sector.
  • Proven organisational and strategic leadership skills.
  • Experience of advising and supporting a range of stakeholders including Members, government and partner organisations.
  • Well developed accounting and financial skills, supported by membership of a CCAB / CIMA qualified body
